Eeltei Baylag Cooperative Network

Eeltei Baylag Cooperative Network (EBCN) brings together and represents the  cooperatives established in 3 regions of Mongolia – Bayankhongor, Arkhangai, Khentii -, with a number of 558 member families, representing 2,200 herders. Amartuvshin Zagdaa, former head of Shine-Jinst of Bayankhongor province, is the president. The network’s headquarters are in Ulaanbaatar.

Amartuvshin shares his perspective. « I have been the president of the Eeltei Baylag Cooperatives network since June 2025. Our network was born out of the will of the breeders. With this unification, we are trying to reduce the influence of the intermediaries who control the fiber market by reducing the purchasing power of the breeders. Our priority is to be attentive to the quality of the products and their traceability, from collection from the breeders to the dehulling stage.

With our 10 years of experience, all of our breeders prepare and collect cashmere while respecting strict quality criteria leading to a very high quality of finished products. Working in a cooperative allows breeders to share their experiences and pool difficult tasks.

I am confident that our network of cooperatives will be able to continue to represent its farmers on the international market as creators of Sustainable & Certified Cashmere, contributing to the recognition of Mongolian cashmere. »

In Ulaanbaatar, the capital, the executive team working at the headquarters consists of Nami , who is in executive director of EBCN and Enkhtsetseg.

BOGD COOPÉRATIVE

The Bogd cooperative, called  » Orog Nuuriin Khishig,  » is part of the Bayankhongor territory.

It was established in 2015. Member breeders were the first to participate in the development of this sustainable cashmere sector.

In 2023, the president and breeder of the cooperative is named Demberel .
In 2025, it has 51 member families.

A word from the President. « For 12 years, I worked as the head of the 5th canton of the Bogd district. With my understanding of breeders and my experience , I have been contributing to the smooth running of our cooperative as a leader since 2021.

Our main objective is to increase the income of member breeders by marketing exemplary quality cashmere on the international market, and by promoting good pasture management, which will contribute to the sustainability of nomadic livestock farming for our descendants. »

JINST COOPÉRATIVE

The Jinst cooperative, called “ Tuin Khishig ”, is part of the Bayankhongor territory.

It was established in 2015. Member breeders were also among the first to participate in the development of this sustainable cashmere sector.

In 2023, the president and breeder of the cooperative is named Bayar-Ulzii .

In 2023, it has 87 member families.

By 2025, it has grown 114 members, with 5 board leaders, 5 members of the supervisory council, and a management team consisting of a cooperative chairman, an executive director, and an accountant.

 

 

SHINEJINST COOPÉRATIVE

profits to its members The Shinejinst cooperative, called “ Tsarmiin Tsagaan Suvd ,” is part of the Bayankhongor territory, established in 2016.

In 2023, the chairman and breeder of the cooperative is named Amartuvshin .

In 2023, it has 92 member families.

In 2025, it has 146 members and exports cashmere to international markets, distributing profits to its members.

A word from the president. « Our cooperative has more than 146 member families, bringing together more than 450 breeders . I have been at the head of the cooperative since 2018. Our members breed the endemic breed of Mongolia – Zalaajinst-Idren – which produces a very white cashmere.

The objective of our cooperative is to practice sustainable livestock farming by optimizing pastoral management, preserving the ecological balance, increasing the income of member breeders – by marketing the raw materials from their livestock on the local and international market – and ensuring the socio-cultural needs of our member breeders . In our cooperative, there are 6 pasture user groups that plan collective pasture management annually. We also work with district veterinarians to ensure access to veterinary services and animal health.

Our cooperative organizes a general meeting twice a year to present activity and financial reports, redistribute profits and organize tournaments to share a moment of conviviality. »

 

BUMBUGUR COOPÉRATIVE

The Bumbugur cooperative called “ Uguuj Bayan Ulziit Gol ” is part of the Bayankhongor territory, established in 2016.

In 2023, the president and breeder of the cooperative is named Enkhtaivan .

In 2023, it has 67 member families .

In 2024, it has grown to include 76 herder households, comprising 238 people and approximately 35,600 livestock.

A word from the president. « I have been at the head of the cooperative for 7 years. For the breeders, the advantage of this cooperation lies in the possibility of discussing together so that we can collectively put in place management plans to preserve the pastures , which is essential for the sustainability of Mongolian livestock farming.

Our goal is to strengthen our cooperative so that breeders can have a structured organization that represents their voices and interests while helping to resolve their problems.

Being the head of the cooperative sometimes has its pros and cons. I always think about improving the living conditions of our member farmers since I have this responsibility on my shoulders. Sometimes, when the weather conditions are harsh, the essential resources for our farmers vary, and that worries me. But the hope of the farmers drives me to always move forward. »

 

BAYAN-UNDUR COOPÉRATIVE

The Bayan-Undur cooperative called  » Edrengiin Tsagaan Suvd  » is part of the Bayankhongor territory, established in 2021.

In 2023, the president and breeder of the cooperative is named Ulamsaikhan .

In 2023, it has 45 member families .

In 2025, it has since grown to include 51 members. The cooperative is managed by a leadership team of five and overseen by a supervisory council of three members.

Through the project’s support, cashmere is now sorted by age of the goats, packed in fabric bags, and handled with increased attention to raw material quality. Previously, herders sold their cashmere at prices dictated by middlemen. Today, the cooperative purchases it at slightly higher rates and redistributes profits through dividends, providing meaningful support to herders’ livelihoods.

A word from the president. « Our cooperative was established in 2021, and we collect some of the most renowned cashmere in Mongolia.

Our goal is to be able to consolidate our cooperative until the breeders can live with dignity from their breeding activity. »

 

BAYANTSAGAAN COOPÉRATIVE

The Bayan-Tsagaan cooperative called “ Bayan Gichgene ” is part of the Bayankhongor territory, established in 2021.

In 2023, the president and breeder of the cooperative is named Khurelbaatar .
In 2023, it has 118 member families .
In 2025, it has 146 members and exports cashmere to international markets, distributing profits to its members.

Main activity: Processing and marketing agricultural products domestically and internationally.
Objective: To collectively pool labor and financial resources, increase income, generate sustainable wealth for the members, and promote sustainable livestock farming.

A word from the president. « Since 2011, our cooperative, which has 118 member families of breeders , has been trying to contribute to the development of breeding at the bag scale (sub-district), with great hope for the improvement of the living conditions of our members . I have been head of the cooperative for two years. We are grateful to export our carefully collected cashmere, according to quality criteria. »

The GOAT Cashmere Value Chain Project

JARGALANT COOPÉRATIVE

Jargalant cooperative called “ Urnun Delgerekh Elged ” is part of the Arkhangai territory, established in 2021.

In 2023, the president and breeder of the cooperative is named Chadraabal .
In 2023, it has 31 member families.
In 2025, it has grown to 35 member households.

By the end of 2024, the total livestock owned by member households reached 12,472.

The main focus and objective of the cooperative is the trade and sale of cashmere and other livestock-derived raw materials.

The cooperative supplied 650 kg of cashmere in 2024 and over 900 kg in 2025.

A word from the president.  » Our goal is to create a cooperative of breeders, based solely on their will. Since a quality animal provides quality raw material, it is essential to pay attention to animal health in order to be able to promote the fibers on the local and international markets. This process thus contributes to improving the income of our members.

We want our cooperative to work with respect for the rights and participation of women. »

 

TSETSERLEG COOPÉRATIVE

The Tsetserleg cooperative called “ Shine Zuun Khongorj ” is part of the Arkhangai territory, established in 2021.

In 2023, the president and breeder of the cooperative is named Batsukh .
In 2023, it has 45 member families.
In 2025, we have 84 members from 44 households. We aim to distribute profits to our members and develop our cooperative with the goal of bringing our cashmere to the international market.

We are working to improve the quality of the cooperative’s and ultimately the district’s goat herds using Erchim Black and Uuliinbor breed goats. Initially, the project provided 60 breeding goats.

The cooperative is currently implementing two projects funded by France, one of which is the Dairy Products « Pledge » Project that began in September 2024.

Since the start of 2025, around 40 million MNT has been invested through this project. For example, this past spring, 11 million MNT worth of livestock bran feed was distributed to herder households. More recently, to ease the workload of women herders engaged in dairy processing, equipment worth 27 million MNT was distributed — including electric stoves, 15-liter gas cylinders, milk processing machines, and dried curd (aaruul) presses.

The project will continue until June 2027

A word from the president. « I have been the head of the cooperative for two years, which was created with the support of the IMPACT project led by AVSF. The breeder members of our cooperative collect cashmere according to quality criteria, while respecting animal health and pasture management . We are grateful and proud that the cashmere collected by each of our members becomes a warm garment on local and international markets. I will continue to try to be a good cooperative leader to be able to improve the income of our breeder members. »

 

BINDER COOPÉRATIVE

The Binder cooperative called “ Uguuj Bayan Bindeya ” is part of the Khentii territory, established in 2021.

In 2023, the president and breeder of the cooperative is named Oyunjargal.
In 2023, it has 19 member families. 
In 2025 the cooperative has 26 members and has started to develop a sustainable cashmere value chain.

A word from the president.Our cooperative was created in 2021 as part of the IMPACT project. In 2021, we sold our cashmere on the local and international market, which allowed each of our members to receive the premium thanks to the valorization of our cashmere, which rewards the efforts devoted to the preservation of pastures .

Since 2022, in collaboration with the Eeltei Bayalag Cooperative Network, we have sourced 2 tons of light-colored (Grade 2) raw cashmere from Red Goat breeds through our cooperative members.
